A passive young novelist, Soso, enters the Soviet-controlled bureaucracy of Georgia to try and get his latest manuscript published. Unfortunately for him, everyone is too busy to read it and his manuscript ends up getting passed around from one person to another, neglected by the whole office. He comes to realise that the employees are so absorbed in their outside interests and private affairs that they are oblivious not only to his needs, but also to a big structural flaw in the building.
